The subject sequel booklet was reviewed on September 18, 1956, by the
Div. of Information Services, at the request of the Div. of Biology &
Medicine, and some changes were made in the draft of the text as a
result of this review. At the time the first booklet (‘‘Some Effects of
Ionizing Radiation on Human Beings’’) was submitted to you, on October
17, 1956, for final approval, neither the Director of Information Services
nor the Director of Biology & Medicine, unfortunately, recalled having
cieared the sequel to it approximately one month earlier; and, conse-~
quently, no steps were taken at that time to hold its publication and
distribution in abeyance.
Inasmuch as the subject sequel booklet contains reference to the first
booklet (‘‘Some Effects of Ionizing Radiation on Human Beings’’), I
suggest that the first booklet now be approved and released for normal
AEC distribution and public sale by the Superintendent of Documents;
and that permission be given to complete normal AEC distribution of
the sequel booklet and place it on sale at the Department of Commerce.
This seems to me a better course than to risk criticism by holding
in abeyance the distribution of either booklet.
Normally, a booklet as comprehensive as ‘‘Some Effects of Ionizing
Radiation on Human Beings*’ would be sent to the Joint Committee by
appropriate letter. If we do not do this in this case, we may be subject
to criticism for not keeping the Committee fully and currently informed.
Therefore, I also suggest that in about one week from today we senda
letter to the JCAE, calling their attention to the publication of both
booklets and attaching copies.
