Lowman's request for authorization to go ashore on Runit Island for the purpose of taking samples has been discussed with DBER-HQ and with NVO. In view of the extensive survey of Runit Island to be carried out by NVO, and NVO's willingness to provide Lowman with such data on Runit samples as he may require, the Palumbo should restrict its operations in the vicinity of Runit to offshore « sampling. A letter of instructions to Dr. Lowman on this and other matters js enclosed for delivery to the Palumbo upon its arrival in Honolulu. _ We are in the process of developing a list of names of those individuals to be on board the Palumbo during the work in the vicinity of Eniwetok and Bikini Atolls. This list will be provided to you along with the clearance status of each individual by TWX as soon as possible. It appears likely that uncleared individuals (including an alien, __ 1) have been included. We understand that this is acceptable provide: they remain on board the Palumbo while in the restricted waters around Eniwetok and Bikini. Please advise us by TWX if this is not the case.
