I have shown the changes on the face of the December 12 draft, with the hope that that would facilitate your review. I am also attaching copies of the three letters that would be transmitted by the attached draft. We assume you have, or can get, copies of the three basic proposals. Let us know if you need then, or anything else, that we in Interior can supply. We expect to receive the information needed for the insert on page 8 later today. When we have it, we will proceed, today or tomorrow, to send forward through official channels a version corresponding to the attached.
