-3- Civil Nefense Activities Structures Test Planning and Screeninz Committee. cs The seventh meeting o: this comuittes was haldonceptember 29, 1953 for the purpose of (1) reviewing the status of the test reports from the Civil Effects tests of operation UPSHOT/INOTHOLE; (2) to discuss items previously proposed for testin; but not included in the Sprinz 1953 series; and (3) to receivo proposals from federal civil arencies for future tests, To assist Committee membars in planning and prevar ing for future tests, the Division of Military Application presented the current schedule of continental and overseas tests. It was anphasised that a series in the continental limits in FY 195) was extremely unlikely» but that possibly a series would be conducted in the Fall of 195 or ¥¥ 1955, The meeting indicated that all agencies participating in the Civil Effects Group of UPSHOT/KHOTUCLE felt valuable data had been obtained and that the tests were uniformly successful. Additional information is needed relative to probable behavior under serial attack of a grew of items dealing with water supply and piping, office buildings, hospitals, schools, and residences. Ths ineldence and spread of fire, possible contamination of AEC plants through blast pressures on ventilating systems, and the probable necessity of developing jata cn doors te group shalters were also named as itoms needing additional study, possibly leading to field tests. Representatives also attended from tho Federal Civil Yefonse .dzinistration, Departmont of Defense, and the Central Intellicence Agency, The purpose of the meeting was to review ostab= lished criteria relative to dispersal distances from the zero mile~ stone in the District of Colunbie to new sites for buildinzs which house federal office personnel, and distances between disparsed sites, This group reviewed the criteria adopted in 1952 and, in light of subsequent events, considered the adequacy of the criteria under present conditions.
