You will recall that at Meeting 1175 on February 10, 1956, during

discussion of observer attendance at Operation REDWING, the Camnissioners re-

quested that the forthcoming paper on thie subject include a statement on
whether the presence of foreign military observers at the test would constitute commmication of Restricted Data.

2. In addition, the Commissioners requested a determination on whether
steps should be taken to legalize the attendance of Canadian observers at
Operation TEAPOT.
