CNO, BuWeap, BuDocks, and JTF-7 representatives met today with
Finance, General Counsel, C&S and DMA representatives, and with
Mr. Udell from ALOO to prepare a second draft of the proposed
AEC-DoD agreement; copy of which is attached at Tab A.
In this preparation we considered comments submitted to DMA by
ALOO (Tab B) and by JTF-7 (Tab C).

repair any craft on loan. The Navy representative, and the
JTF-7 representatives speaking for the Army, simply would
not agree to this proposal.

Transportation costs for shipment back to CONUS of AEC
property after July 1, 1960.
The best wording representatives
would agree to appears at the end of Para 3, ". ... . borne
by the DoD subject to the availability of funds."
The matter of whether the off-atoll sites are “included” is still
not settled. JTF-7 is working on this to get a single DoD position.
At the moment, CNO representative believes that DDRE does not
want these outer-atoll sites included; CJIF-7 staunchly heldthat
Admiral Parker and JCS spokesmen held the opposite view point.
DoD representatives are now seeking internal DoD coordination on
the attached draft.
AEC was represented by FIN, C&S and General
Counsel, and I am quite sure they are contented with the content of
the draft. Request your approval of draft at Tab A, recognizing,
of course, that DoD may still ask for further changes to it.
At Tab D is a TWX to ALOO which officially.brings them up to date
on where we stand now. Recommend signature and dispatch.
