Army Ordnance District ~2- February 18. 1958 It ig our understanding thet JTL is agreeable to release these loaded motors to Cooper for use on our work and is willing to accept and ex~change three RYV cases for each loaded RFV unit furnished Cooper. Cooper hag RIV cases on hand, or in production, and can immediately effect thie exchange. The cogt of the cases supplied by Cooper will apply against our Subcontract with Cooper. It has been determined between Cooper and JPL that this is fair value exchange at a minimm coat to the Government, as units were furnished on production rather than a one-off basis. I discussed estimated costs with Mr. Harvey of Cooper, and the arrangement appears reasonable to me. I believe, based on our conversations, you sre agreeable to this exchange. Accordingly, as dis- euesed, it will be appreciated if the two RTV motors will be released at the earliest possible date to Cocper, as our Program is critically in need of the motors.
