Director - Office of Territorial Affairs Department of Interior Washington, D. C. 20240 Dear Mr. Carpenter: I have just returned from the Marshall Islands to find your letter of March 27th with "COMMENTS ON AMENDMENTS TO SUMMARY OF . PROPOSED DRAFT AGREEMENT" by Senator Borja's committee with your request for my reaction. I shall relay your letter and enclosures to Dr. James Liverman, Director, Division of Biomedical & Environ-mental Research, AEC, Washington along with my opinions concerning some aspects of the amendments. I enclosed a copy. recent medical survey in the Marshall Islands was successfully carried out. Our new LCU with its whole body radiation counter trailer and air-conditioned "Sleeper" trailer proved to be a great benefit since we were able to reach the craft on the various islands visited. We examined people at Majuro, Ebeye, Utirik and Rongelap and carried out radiological survey at Bikini. We found only three new thyroid cases requiring surgery, two in exposed Rongelap people and one in an unexposed Rongelap person. We plan on bringing them to Brookhaven the first week in: fina for examinations and then probably take them to Cleveland for surgery. They will then return back to the islands the week after that. I. am sure the AEC will be in touch with you about Senator Borja's amendments and I will be giad to help in any way I can. _ Sincerely, Robert A.
