In response to a comment by Mr, Libby, General Starbird said that the question of press observer attendance would be treated in a separate paper, (See xc wih, subsequently circulated,) The Commissioners then considered the proposed program at length. Mr, Murray said he had no objection to the recommended program but that he believed tne provisions for official observers at REDWING should be broader than those recommended, In response to a question by Mz. Libby, General Starbird discussed the proposed arrangsements for press representatives to attend Operation REDWING, After further discussion, the Commission: a, Approved the Official Observer Program for REDWING as proposed in AEC 787/17 and as modified in paragraph 9 ¢ of ADC 787/20; b.
