Box 29939 Honolulu, Hawaii 96820 Addressees LIKTANUR If SCHEDULE Enclosed is the schedule for the Liktanur II through September 1980, as proposed at our meeting of July 24, 1979 at LLL. Mission No. 7 at Johnston Atoll more than likely will not require the Liktanur but it has been indicated as a possibility. Missions No. 6 and 10 are not firm and even if they become so may not require the vessel be on station for the entire period indicated. One of the most important items discussed during that meeting was the importance of improving communication among and between our various offices and organizations. In that connection itis perhaps appropriate that we summarize our understanding and thoughts on what might lead to significant improvement. Program communications problems fall into two separate but related categories. The first is the coordination need among the contractors, HQ and the field offices. Our experience indicates that field offices Should be given full program execution responsibility under policy guidelines set by HO. Of course, with this responsibility comes the requirement that the field offices provide constant feedback to HQ, along with recommendations for policy modifications if warranted. Secondly, and no less important are the Department's communications with other agencies and individuals on the receiving end of DOE Programs. These range from the Department of Interior to the Government of the Marshall Islands and on to the atoll councils and even to individual Marshallese people. Some of the recent problems in that regard were discussed, and while no solution was immediately forthcoming, Bruce Wachholz agreed to give the matter priority attention. As the closest DOE office to the Marshall Islands and because we along with NV have personal involvement and close working relationships with the Marshallese people, we feel strongly that PASO can be instrumental in assuring that program information is well disseminated on a timely basis. Having a focal point to review, coordinate and implement the communications effort is highly desirable in our view. NVO has in the past been tasked with this wld my a Crt ca responsibility and the guidance has been very helpful to PASO.
