observed that since the Atomic Energy Act at present requires
the 30-day waiting period, this legislation

and the Commissioners
agreed, that
this matter be submitted in a sepasate staff paper.
Mr. Libby then commented on the proposal
to increase
A EC executive salaries,
and Mr. Mitchell pointed out that this
matter would also be submitted in a separate staff paper.
Mr. Mitchell reviewed the proposal
to obtain authori%y
to negotiate long-term
contracts to purchase
special nuclear
material fx om for eign countries and said that this would
provide authority to establish prices fer a seven year period
for foreign material.
Mr. Mitchell also commented on the
