Wignall, Commander of the 4950th , forwarding a draft operation plan for the so-called Early Bird Nd Fe operation, on which there was supposed to be a planning conference on 10 Mar. Wignall forwards the draft plan in spite of the fact that the planning conference was postponed. A document from the Navy entitled, "Operation Willow, Navy Plans, SWET-7," Mar. 1959 has on the distribution the Commander of Task Group 7.3 at the U.S. Naval Gun Factory in Washinton.
