Dear Colenel Warrens
I would like to suggest the follewing interpretations ef your acte
to me of 22 January.
1. Colenel de lormier be set up to be in charge of the wet
test menitoring organization. Dr. Hexpelmans will act as his
advisor and consultant and will assist in the teaching ef the men
who he brings along.
Dr. Hempelmann may be available for the

2. Dr. Nolan will continue to organise the Project ¥
Health Group and will leek forward to placing Captain Whipple
in charge when it is nececsary for him to leave either in
eonnection with these overseas tests or when he returns to his

Dr. Large in the teaching of the men ceming with Colenel de Lornier
and will be available as they are and will also be able to advise

3. The transfer te Dra. Nolan and Hempeimann to the B-Division,
in appropriate classifications, will be taken care of when the
status of B-Division ia clarified.

If it is acceptable to Dre. Nolen and Hempelmeun to go
in the everseas operation and is compatible with their civilian
oommitments at that time I have no ebjection to their doing tris.
However, I think under these ciroumstances they should be considered
purely as advisors and consultants fer such assistance as they
may be able to lend at the overseas point but in view ef their
temporary status in this work they should net be given any definite
ergenisational responsibilities.
