You will recollect that I explained the effect of the suggeated changes to you by phome and you ecreed with me they were unobjectionable from the joint stendpoint of ABC-DOD. It wes explained to Bick Hirech by Moree Salisbury ani myself that the copies of the Information Plan for Operation REDWING and the plan for the special Observer Progrem were supplied to the OCS for information purposes but that we found the proposed changes unobjectionable and, if you concurred, would give them cognizance. We indicated, however, that the pepere would not be resubsitted to the Commasion for formal action on the suggested changes. is ry , ~* In line with the proposal for participation of State Department and USIA representatives in the Joint Office of Test Information for the series in advisory and consultant capacities, I have requested those agencies to neme representatives for inclusion in the JOFI organization for the Operation BEDWIKG series. In view of the obvious interest of State and USJA in public informetion isauing from test activities and after consultation with you, I invited the two egeneles alec to supply advisors to the special JOTI which is bandling the Observer Progran. At this time neither has accepted this invitation, but USIA has indicated that it likely Will send en observer to the series st ea later date and vould not be able to spare any person for the Observer project. On the other hand, State appears wermly interested in having a representetive with the Observer Program, JOTI, providing it also can overcame a short manpower problem.
