Section 5c.
We question whether an economic analysis of the
various alternatives will satisfy NEPA requirements completely.
The
AEC might be able to contribute to the cost-benefit analysis in terms
of environmental values.
AEC intends to draft and submit inputs on the following by
February 1, 1973:
Section 3b(6); 3b(7) - summary of the present
environmental condition of natural values at Eniwetok Atoll; 3d(1) radiological survey; 3d(2) - comments on possible alternatives;
3f - comments; 4a.(2) - comments; 5a.(1), (2), (3); and 6, 7 and 8.
The following comments pertain to the tentative DNA scheduling
for preparation of the environmental impact statement:
1.
It has been the AEC's understanding that the Eniwetok
cleanup should be expedited as much as feasible.
For this
reason retest of 3 1/2 months for the staffing of the
draft environmental statement appears umnecessarily long
particularly in comparison with the five working weeks
allowed for writing the various portions of that draft.
It is suggested that Branutd be a feasible date
see that Agpmbiae would allow adequate time for the staffing
necessary.
2.
It seems desirable that the draft environmental statement
be publicly available for a few days prior to any hearings
