We realize that it may be difficult to include in one draft statement all of the information and data for both the cleanup and the rehabilitation of the atoll. However, to comply with the intent of the National Environment Policy Act and the recent implementing guidance provided by the Council on Environmental Quality, we feel that it is necessary to include both phases of the task in one statement. The Department of the Interior has agreed in principle with this position. The timing and scheduling of the production of the statement will, of course, depend to a large degree upon the inputs from all agencies involved. The inputs which the AEC plans to contribute as indicated in paragraph 5, page 3 of your letter appear satisfactory. An early submission would be Cs oF mt fu) appreciated.
