This annex establishesthe policiesand generalplans for communications-electronics facilitiesrequiredin supportof Joint Task Force SEVEN during OperationHARDTACK. 2. GUIDINGPRINCIPLES a. Whereverpossibleradio teletypefacilitieswill be used in lieu of voice radio. b. Landlineand submarinecable circuitswithin the ENIWETOKand BIKINI Atolls are approvedfor the transmissionof telephone traffic classifiedup to and includingLX)NFIDENTIAL Defense Information,and teletypetrafficclassifiedup to and including SECRET DefenseInformationin the clear. This classification does not includeAEC RESTRICTEDDATA information. c. Requirementsfor radio silencewill be imposedby CJTF SEVEN as requiredfor accomplishmentof the mission of the Task Force. Gxmnandersof Task Groups may impose additionalradio silence within their task group as they deem necessaryfor the accomplishment of their mission. d. Primary power for communicationsfacilitieslocatedat ~IWETOK and BIKINI Atolls will be furnishedby TG 7.5. Rnergencypower equipent requiredfor serviceoperatedcommunicationsfacilities will be providedby the service concernedor by TO 7.5 per local agreement. circuitswill be integratedto e. Back-up capabilitywill be providedby the use of back-upequipment to the primary system rather than by engineeringa separate system. Off-lineencryptionwill be the primarymeans of protecting classifiedinformationon point-to-pointteletypecircuits, except on the Los Alamos-ParryIsland circuit. 1-1
