Dear General Loper;
Reference is made to your letter of 12 July 1956* con-
cerning changes recommended by the Commission in the manu-
script of a talk to be given by Dr. Ogle to the British and
Canadian observers.
I understand that General Starbird con-
tacted you immediately upon receipt of your letter explaining
that the only change the recommendation would make in the
MLC proposal would be for the two past shots (CHEROKEE and
LACROSSE) and for the shot or shots observers would see
(PEWA and/or HURON).
The effect of the Commission proposal
was, of course, to permit the full chart proposed by Dr. Ogle
to be used by eliminating the firing date and substituting
for the bracketed yield the terms “low KT, high KT or mega-
ton,"
General Starbird explained that this was done in the
interest of preparing a more useful talk and that the action
was coordinated with the MLC staff though there may not have
been a full meeting of the minds.
It is my understanding, too, that it was agreed that, if
the Commission could permit giving a bracket estimate of yield
for the shots to be observed, the difficulty mentioned in your
letter of 12 July would be obviated.
It was understood that
this estimate would be that applying prior to shot time and
would not be refined after shot to reflect more accurately
the yield.
Based on tnis information the Commissioners were
informed of the problem and agreed that informing the British
and Canadians as desired with respect to the shots they would
see would not involve the giving of important information
with respect to nuclear design. This letter will confirm the
statements given you earlier that the Commission concurs in
informing the British and Canadian observers in REDWING with
respect to the shots they will see (TEWA and/or HURON) that
the estimate of yield expected:
for HURON is between 100 to
500 KT; and for TEWA is between 5 to 10 tegatons.
