The vital necessity of

holding periodic weapons tests to measure the validity of theore-

tical calculations as a base for further advance was stressed and
it was brought out that Operation GREENHOUSE,

in particular, had

three aspects of outstanding importance -- it has an immediate
bearing on the quality of present weapons; it is intended to de-

velop an important body of information on the blast and radiological effects of atomic weapons; and it is expected to make a
direct and significant contribution to our understanding of the

technical and cconomical fcasibilities of a thermonuclear weapon.

After further discussion the Commission:

AGREED that the problems relating to the conduct of weapons tests would be explored informally by the Chairman with

the Secretary of Defense (See AEC 141/3).
