at 5¢ a gallon in the Yorward Area,
The question of how to lay the ofl slick troubles us,

Until we have

had an experiment on the open water, we won't know how much oil will
be required but we think it will be between 25 and 50 gallons par
Slick. We need ideas on how to lay the oil and in this connection
I see two problems:

1. How adequate is the knowledge of ocean currents in the area, and
when and where mst the slicks be laid in order to have them downwind
in the region of expected fallout at the proper time,

2.

Is the scheme fersible fromthe point of view of the mechenical

problem of dropping oil?

If our experiment on the open water is a failure, we will notify you
promptly and the deal is off, If the experiment is successful,
Dr. Bugher will write to General Clarkson explaining the importance
of obtaining failout measurements in the downwind regton from 5U to

300 miles and will request that every effort be made to obtain data,
Thé shot schedules being what they are, there is no urgency about
including this program for the first shot or two although it will

certainly be desirable to obtain data for as many shots as possible,
Perhaps you have begun to consider the techniques of laying the vil?

Could the oil be loaded into empty mine cases and dropped mechanically
from a P2V bombay?
