The Plan was drafted on the basis of erperience at previous tests
and in anticipation of informational and educational problems
that may be raised prior to and during the test operations in 1957.
The Plan hes been approved by the Commission.
It has also been
transmittec to the Department of Defense for concurrence and to the
Department of State for any recommendation as to whether foreign
mecia representatives should be invited to attend tests witnessed by
Comestic mecia representatives,
Larly consideration of this matter and coment by the Operations
Coordinating Board is recuested,
