Dear Mr. Strauss:
In a recent memorandum to the Secretary of Defense,
the Secretary of the Navy had expressed concern as to the
source of funds for the provision of news dispatch facilities on the USS Mt. McKinley (AGC-7’)which is to be the
observer ship for REDWING.
It Is my understandingthat the Commissionhas
allocated not to exceed $20,000 for increasedteletYPe
facilitieswhich will permLt a total of seven (7) teletype
circuits from the Proving Ground to commercialwire hookup
in Honolulu. In the course of discussions
concei’ning
the
observer program,
the Commissions
staff
has requested
broadcast
quality
voice
circuit
for transmissionto Honolulu* Inasmuch as no equipment for this purpose is av?.ilable i.fl
the Department of Defense, effmt is being made by
the Navy Department to obtain the equipment from the
communications
industries,
