In answering your letter of October 7, 1969, it appears this
letter and my letter dated October 6, 1969 crossed in the mail.
My letter enclosed a copy of a communication from me to Bob
Law proposing a policy and a procedure for support payments
to the Marshallese medical patients in connection with your
surveys. I believe the proposed policy and procedure could
well be applied to the TT employees as well as to the patients.
This would mean that the AEC would reimburss the TT for the
travel and per diem of TT personnel while they are on official
travel status in connection with the AEC Bio-Medical Surveys.
I believe reimbursement should be limited to travel and per
diem and exclude salaries since I feel the TT itself receives
some benefit from their medical personnel participating in the
AEC medical surveys. On the basis that the TT personnel would
be involved with the survey for about 30 days, we estimate the

additional cost to the program would be about $650 per individual
($350 Travel and $300 per diem).

Since we are not proceeding with construction of the Bikini WholeBody facility, the FY 70 Bio-Med funds are sufficient to cover the

travel and per diem expenses of three or four TT medical personnel
on your forthcoming spring survey.
