This office has received a memorandum from Major Gene Cofield, JTF-132,
in which he requested that Congressman Rivers! clearance be reinstated.
A telephone conversation with Major Cofield revealed that Subject will
visit IVY in the capacity of an official observer.

In view of th: above, it is requested that the name of L. Mendal Rivers
be submitted to the Commission for special clearance for the purpose of
attending Operation IVY as an official observer. This office will note
in its files that the clearance is limited to such access as Congress~
man Rivers will require in the cpacity of offical observers
Subject was formerly cleared at Commission Meeting 619 on October 2h,

1951, for the purpose of attending BUSTER/JANGLE.

This clearance, as
