These were pre- pared in this Division. The Secretariat, with assistance from this Division, has prepared minutes for the meeting preceding the executive session on September 22, covering the bulk of the discussicn on that day. The attached drafts have been in the hends of the Secretariat for about a week, but we understand that they do not plan to issue minutes of these executive sessions because no member of the Secretariat was present. They do intend to incorporate the Com- mission actions listed on pages l-~6 in the minutes of a subsequent Commission meeting.
