SUBJECT:

Agreement for Allocation of Costs by Atomic Energy
Commission and Armed Services for Eniwetok Atoll

~The Joint Chiefs of Staff consider that the fiscal agreement
for Operation SANDSTONE does not adequately cover questions arising from the continued operation of Eniwetok Atoll as a permanent

proving ground upon complétion of Operation SANDSTONE.
The enclosed draft agreement for the allocation of costs to be borne
by the Atomic Energy Commission and the Armed Services for the
operation of Eniwetok Atoll as a permanent proving ground has
been approved by the Joint Chiefs of Staff and is submitted for
the concurrence of the Atomic Energy Commission.

Eniwetok Atol was garrisoned as a permanent proving ground

on 30 May 1948 (Eniwetok date: 31 May).

The Joint Chiefs of Staff

therefore suggest that the enclosed agreement be made effective
as of that date.
