"safe" at the time
of the
'78 hearings, whereas in 1980 it is conditionally
okay.
(The content of the May, 1979, letter to which
referral is made is nearly identical with our current position,
and I will respond to that portion of his letter).
Since you were involved at that time

provide a response for that portion of the letter?
