Islanders have petitioned U.N. for relicf of the situation crouzht about
by our Proving Ground tests,
The UeNe desx has prepared tie attached statement for immediate
(teday) transmission to Lodge for use today or tomorroy when the Marshall
Island petition (attached) is brought up at U.N.
Gerry Smith asked our views and coneurrence on the draft statement
attached.
I note there is no statement contained in reply to charzes of
item C of page 2 of petition, which says "msatisfactory arranzements
fre possessions and living arrangements? for the Bikinians and Eniwetok
people shall not be repeated."
