Payment of these losses by the United States was, to be sure, ex gratia and we do not advocate approval of section 102 on any other basis than that it is the morally right and proper thing to do, the original $5 million appropriation. just as was Enactment of the original program was seen as another way of the United States to fulfill its “responsibility for the welfare of the Micronesian people" under the Trusteeship Agreement. 117 Cong.
