General Catell offered a cautious statenent in favor of the proposed stucy as a contribution to the general fund of information available on Africa. This, he felt, <~as more sisnificant than the study's contribution to any specific policy acvicns by the U. S. Mr. Hollister pointed ont that on the economic side, one of the bigsest problens confronting the U. §. Government wes how to provide effective eid to those arees which were not likely in the near future to emerge from their present colonial status.
