Dr, Edward Rall, a thyroid expert who will be
returning from Japan September 12, has agreed, though he has a busy schedule,

to accompany me to Rongelap for a few days to examine the exposed people.
We could take MATS to Kwajalein on September 13 (Kwajalein time). Since it

is unlikely that you would have any plane service available, it is suggested

that the Trust Territory ship pick us up on Kwajalein on the afternoon of
September 14 and take us to Rongelap, where we would spend the 15th and
part of the 16th on the examinations and leave for Kwajalein the afternoon
of the 16th, On our arrival at Kwajalein on the morning of the Ll7th, we
would carry out examinations at Ebeye before returning to the U.S, the next
day.

I think it is important that we visit Rongelap for this purpose,
and it would also give me the opportunity to explain to the people the
reasons for the treatment and answer any questions, I have talked this over
with Dr. Taman, and he is in agreement with the plan.

If a Western field trip could be arranged during early September, a
practitioner could be dropped off at Rongelap to institute the thyroid
treatment and supervise the program for a week or so,
