LOGISTICAL EUPPORT OF AEC BIOMEDICAL RESEARCH PROGRAM IN THE PACIFIC ARBA

This memorandum concerns the administration of the Eniwetok Marine
Biological Laboratory and the logistical support needs for the ecological
and the medical surveys at Rongelap. ‘this support is nowbeing aduinise
tered by the San Francisco Operations Office.

As 8 follow-up to your memorandum to me dated June 29, 1964, and as a
result of discussions held on September 15, 1964, at Las Vegas among repre-
seutatives of the San Francisco Operations Office, Hevada Operations Office,
and Division of Biology and Medicine, I concur in your opinion that logistical support for these programs can most effectively be adwinistered
‘ through the hevada Operations Office, taking into account both the needs
of the DBM program and the responsibilities of the respective operations
offices. It is my woderstanding thet the Nevada Operations Office is willing
to administer this support through the Honolulu Area Office.
We woulé appreciate it if your office could delineate in detail, the contracts end the administrative -procedures required in the handling of these
programs. This should include the identity of the personnel through whom ~
you accomplish the support given DBM contractors at Rongelap atoll and the
Enivetok area. It is proposed to forward this information to the Nevada
Operations Office asking them to assume responsibility for administration
of the needed support.

It seems to us the most appropriate effective date for transfer of this
adninistration would be July 1, 1965.
We understand the Air Force will
assume control of the Eniwetok-Bikini Islands around March 1, 1965, and we
would hope the interim period between March 1 and June 30, 1965, could be
used for the necessary liaison with appropriate Kevada Operations Office
personnel in effecting a
