VELA (detection) and PLOWSHARE (peaceful uses) tests should proceed
underground.
Some experiments may be only partially contained under such
conditions that fallout can be confined on-site (or nearby in remote areas).

Particularly because of the high altitude effects tests which wiil
have great military significance, the United States should make no public
statement foreclosing the possibility of carrying out a limited number of
atmospheric nuclear explosions.
