THE SECRETARY
MEMORANDUM OF CONVERSATION WITH ADMIRAL STRAUSS
Tuesday, June 17, 1958 - 4:30 p.m.
He showed me a letter to the President giving some details
as to the prospective Pacific tests and also for scheduling a certain
number of underground tests in Nevada, probably during October.
The President had endorsed the letter with his approval, but Strauss
said in doing so the President had asked that it not be regarded as
definitive unless I approved. I said thatI did approve, although I
did not want to see our freedom of action so limited that we would
be unable, if it proved desirable, to agree to a suspension of testing
after the Pacific series was over. Strauss said the nature of the
Nevada series was such that there would be no particular embarrassment or large waste of money if the test was called off.
I showed Admiral Strauss a suggested letter from the
President to him with reference to his serving as a Special Presidential Assistant under the general direction of the Secretary of State
and indicating that he would be asked to serve as Chairman of the US
Delegation to the Second International Conference on the Peaceful Uses
of Atomic Energy inGeneva this September. Mr. Strauss said that he
found this quite acceptable. He indicated he would also like to head
the US Delegation to Vienna a little later on, as he had done the preceding year. He said he had cleared this with John McCone. I saidI
was not aware of any obstacle to this.
I said I might want to ask Admiral Strauss to go with me to Brazil
in the first part of August if there were nuclear power projects there
which were worth his concern. He said he thought it might be useful
for him to go. They were in an "off again,on again" mood, but he thought
that while I was doing other business, he could usefully work on:this with
the Brazilians. I said this was merely an idea I had not staffed, andI
would let him know about it shortly. I thanked him for his willingness.
