I. Principal Investigator. Chief scientist on the vessel in charge of the scientific erew,-and the on scene representative of the Department Chairman/Division Head. J. Scientific Personnel. Those persons aboard a vessel solely for the ‘purpose of engaging in scientific research or receiving instruction in oceanography or limnology. Scientific personnel are not considered "passengers" or "crew members,'' but are included as "persons" when requirements are based on total persons on board. K. Station Bill. A document posted in conspicuous locations in the vessel setting forth the emergency assignments and duties of all personnel on board, and signals for announcing emergencies. Ve RESPONSIBILITIES A. Department Chairmen/Division Heads are responsible for ensuring im-~ plementation of this Guide.: Specifically they shall designate qualified and licensed Masters and a Marine Supervisor. B. The Master of the vessel, regardless of its size, 1s responsible for the safety of all persons aboard the vessel, for the safe operation and condition of the vessel and to assure that all requirements of this guide are Satisfied.
