DRAFT LETTER FROM THE CHATRMAN, AEC
TO THE COMMANDER, JTF-3
1. By secret memorandum, SM-706-50, the Joint Chiefs of
Staff concurred in the Atomic Energy Commission recommendation
that you,
as Commander,
JTF-3,
be designated as the over-all
representative of the AEC during the overseas period of GREEN-
HOUSE operations.

together with full authority to act for the
Commission in all matters pertaining to GREENHOUSE and the Eniwetok Proving Ground,
effective February 15,
1951.
2. Operational uncertainties in the test program make it
impossible to designate now the exact date for termination of

that it will coin-
cide with the conclusion of major overseas operations by JTF-3.
3. AS Commission representative you are designated custodian
of atomic weapons and devices and atomic weapon components to be
transported overseas for this operation.

Manager, SFO, USAEC, will be directed to make the necessary transfers of material to your custody,
and supply you with adequate
instructions covering source and fissionable materials,
records,
and reports to be used during this operation.
