DRAFT MEMORANDUM FROM THE GENERAL MANAGER
. TO THE MANAGER, SANTA FE OPERATIONS
1, The Commission, with the concurrence of the Joint Chief's
of Staff, has designated Lt.
Gen. Elwood R. Quesada,
Commander,
JTF-3, as its over-all representative with full authority to
act for the Commission in all matters pertaining to GREENHOUSE
and the Eniwetok Proving Ground,
effective March 1,
1951.
The
terminal date for this authority cannot. now be set, but mayapproximate July 1,
1951.
A copy of the letter to General Quesada
is attached for your information,
2. The President on January 30,
1951,
approved the recom-
mendation of the Commission on GREENHOUSE as follows:
a. The firing of up to five shots selected from
the list in Paragraph 3 (Ref. Memo to NSC dated 1--19- 51
from AEC - LXI 1431),

to ship to a port designated by the Commander,

letter dated November 24, 1950, from Dr. Roy to General McCormack.
Custedy and accountability for this material will be transferred
by you to Lt. Gen. Quesada or his. designated representative in
accordance with plans and timing mutually agreed.
4. Our delegation of over-all authority to the Commander,
JTF-3,
for both Operation GREENHOUSE and the Eniwetok Proving
