It should be noted that the concern of the Joint Committee does not extend to the exchange of restricted data with

respect to the "package power" reactor design which has immediate applications for other than military purposes.

The Joint Committee recognizes that this situation
arises from honest differences of opinion with respect to the interpretation of the Atomic Energy Act of 1954 and that the negotiations of the Agreements for Cooperation were carried on in good
faith under a valid legal opinion of the Attorney General.
