The proposed permits forwarded by referenced letter have been reviewed

and found to be unacceptable as written. The original Office of Managewent and Budget (OMB) tasking for the Enewetak Cleanup directed the Energy
Research and Development Administration (ERDA) to perform necessary radiological monitoring and survey; DNA to conduct the cleanup; and the

Department of Interior (DOI) to perform necessary rehebijitation.

ERDA

has already completed a bascline study of the ciguatera situation at
Enewetak as described in the attached letter from Dr. Forster.
In addi-

tion, ERDA conducted -an extensive radiologicalsurvey in 1972-1973 which
included radiation levels in most fish, flora and fayna commonly found

st Enewetak, Pollow-on studies will be conducted by ERDA as described
in the attached letter from Mr, Deal, As“a reault, FCDXA cannot accept

responsibility for the conduct of these programs as a part of thepermit.
A memorandum of agreement between ERDA and Fish-and Nildlife Service (F&NS)
