SUBJECT: LOGISTICAL SUPPORT OF AEC BIOMEDICAL RESE¢
THE PACIFIC AREA

DBM has requested NVOO to accept responsibility for support
to DBM missions in the Pacific area.
Transfer of this
responsibility from SAN to NVOO is proposed with an effective
date of July 1, 1965 (See enclosure 1).
The Manager, NVOO has accepted this proposal, and assigned
to the Office of Programs & Plans the responsibility for
coordination with SAN and NVOO Staff, and DBM as may be
appropriate. The Assistant Manager/Administration has been
assigned Contract Administration responsibility.

It is the intention of the Office of Programs & Plans to
undertake the following steps in coordination:

Advise SAN concerning the DBM request and NVOO acceptance,
Ascertain whether SAN-AFWTR formal agreement is desired
to be executed prior to transfer to NVOO of responsibility.
Advise AFWIR of transfer in process and that an AEC, NVOO/
AFWIR agreement will be proposed for negotiation with an
effective date of July 1, 1965.
Prepare a draft agreement between AEC, NVOO and AFWTR,
for consideration by NVOO Management and Staff, to
supersede the AEC,SAN/AFWIR agreement. This should be
broad enough, in the one document,
AEC operational requirements.

Submit the approved draft to the Contracts Division for
final negotiation with AFWTR.
Contracts Division to negotiate the final draft agreement
with AFWIR and implement the NVOO and AFWIR - Air Force
Systems Command signatures.
