The plans for the survey, analysis, and assessment have been formulated by the September 19-20 meeting along the lines you have sugrested, Your staff at this meeting made known the major points you discussed, and, where possible, these points were incorporated into the planning effort. Further, your draft plan for the survey was timely, well conceived, and provided the Nevada Operations Office with the basis upon which to mount the field effort. Anong other things discussed at the September 19-20 meeting was the organization for the conduct of the survey. This organization reflects my message to Mr. Gates of September 13 that NV was to plan, organize, and conduct the radiological ficld survey of Eniwetok, This directive was quite explicit in ¢civing NV the leading role in the field effort including the authority to select personnel to accomplish the task. Anticipating this directive, Mi. Gates on Aucust 25, 1972, requested that Dr. Datzel furnish NV with an individwal who could act as the technical director for the survey. Dr. W. E. Nerwik as this individual. Dr. Batzel subsequently assigned At no time have Mr. Gates or I, explicitly or implicitly, assigned LLL or any other laboratory the leading technical role in this survey. This role remains with AV and I contemplate no change. This, in my view, is the best approach for this field effort to take in order to achieve the objectivity and credibility of data gatherinc you address in parasraphs 2 and 3 of your merorandim. In short, paracraph 4 of that memorandum misstates a fact in that no laboratory has been assigned the lead technical role for the cleanup or survey of Eniwetck.
