eibility for the feed material vrorram for

We got our directions from Washing-
ton, but once the directives were spelled out
the scope was defined, thm it was up to the
member of Operatirns to accomplish this,
Then they changed it to the New York Operations Office,
It was a long period of getting ad-
justed because it never really was defined,
just where the Washineton responsibility left
off and where the Operations Office would pick
