intellisent end capable of discerning wherein
statutes are anplicable to their situation,
And so I would think that the ree
sponsinility of the Commission and the die
vision in particular hae been discharged
vhen a consultent 4s informed as to what the
legal problems are, whet the legislation in
the distance means and the examples I think
are helpful too,
