Obtaining Human Blood for

Investigative Purposes

All members of the Medical Staff were given the booklet on

"Protection of the Individual as a Research Subjecc",

I am

required to certify to the Atomic Energy Commission that we
abide by the Institutional Requirements of the Department of
Health, Education, and Welfare on the Policy for the Protection
of Human Subjects, I commend these to you but shall summarize
briefly, Any material obtained from a human being that is not
directly related to the diagnosis or care of the individual
requires an approved research program thraugh our CIRC. To
collect a specimen of blood, urine, other fluid, or to interrogate
an individual for purposes that are not directly related to
diggnosis or care requires the individual's permission and
informed consent.

I have instructed all laboratories not to draw blood except

for diagnosis and management of patients on duly prescribed orders
of the responsible physician or for investigation only after the

individual's consent and signing of the infermed consent fora.
