Dear Dr. Wachholz:

I am enclosing copies of two complaints relating to radiation

problems in the Marshall Islands which were sent to this Office
by the Office of Civil Rights, Department of Health, Education,
and Welfare, Regional Office, San Francisco, California.
We acknowledged receipt of the letters and indicated that we

would bring them to the attention of appropriate officials in the
Department of Energy.
One Jetter is from a Mr. Giff Johnson whose return address was not

included.

He forwarded a copy of a letter of complaint addressed

to Mr. Roger Ray, DOE, from the Council of Utirik and dated
July 9, 1976.
It is our impression here that the July 9, 1976,
letter was answered by appropriate officials of DOE several years
ago. Giff Johnson was.at one time associated with a "Friends of
Micronesia" unit in Hawaii.

The other letter is from a Marshallese girl from Ebeye, Darlene
Keju, who is attending school in Hawaii. Some of her complaints,
you will note, also echo the ones made in the July 9, 1976, letter.

We have acknowledged her letter and a copy of our reply to her is
enclosed for your information also.
