Dear Dr. 20545 Totter: In regard to the return of the Bikini people to their home island the Committee of which I was a member, in passing on the radiological safety of this move recommended that the returning people be checked at intervals for internal absorption of radioactive materials as an added safeguard to their safety. As a preliminary measure we are collecting urine samples on the Bikini people now at Kili in order to obtain base line information. When the people return it will be necessary to carry out gamma spectrographic analyses and urine assays on individuals at Bikini. Such analyses should be carried out soon after the people are returned and at intervals of a year or two thereafter. We feel that this procedure can most logically be carried out, at the same time that the examinations are done on the Marshallese people visiting Bikini on the way to Rongelap. The same electronic equipment could be used for both groups. A lead shielded set-up is required for this analysis and since the shielding lead weighs @ tons it is recommended that a permanent set-up similar to the one already at Rongelap, be established on Bikini. The building housing this equipment can either be constructed in conjunction with the dispensary, where it could be used between surveys by the health aide, or a separate building could be established. The general specifications recommended are as follows: Building Plans: The attached drawing shows the recommended size of the building and rooms which includes a waiting area, area for shielded counter and electronic equipment, and dressing and shower room facilities. Floor: A 4" concrete slab floor is necessary to support the lead bricks. The concrete should be made from sand brought in from non-contaminated areas (not from Bikini atoll).
