~ SENATE JusNT RESOLUTION NO. 95 to allow restoration and rehabilitation costs for-the settlement of the Bikini people within the budgetary ceiling for the Trust Territory would in effect reduce the amount of grant funds that would otherwise be available upon request to fund other essential programs and services in the Trust Territcry; znd WHEREAS, it is the sense of this Congress that, since the restoration project of Einini Atoli was necessitated by the actions of the United States Department of Deferse and the Atomic Fnerry Commission, these agencies should bear the budgetary costs in their respective appropriated funds and not have 10 such financial burden falling on the alrecdy low Trust Territory budget; now, ii therefore, 12 13 BE IT RESOLVED by the Senate of the Third Congress of Micronesia, Third Regular Session, 1970, the House of Representatives concurring, that the United States Congress be and is hereby respectfully apprised of the sense of the Congress of Micronesia that the restoration and rehabilitation costs of Bikini Atoll in the Marshall Islands District, Trust Territory of 7 the Pacific Islands, should be borne jointiy or singularly by the United 18 States Department of Defense and the Atomic Energy Commission; and 19 BE IT FURTHER RESOLVED that eny realty, island or groups of island of 20 the Trust Territory that will be returned to the Micronesian people from the 21 United States Department of Defense or the Atomic Energy Ccommission be 22 restored and rehabilitated at the expense and cost of the responsible 23 agency and not the Trust Territory Goverment; and 24 BE IT FURTHER RESOLVED that certifiec copies of this Joint Resolution 25 be transmitted to the President of the Senate and the Speaker of the House
