Captain Musick handcarried this paper to Mr. Anamosa on 22 April
and requested he reproduce the paper but withhold its distribution
a
pending further instructions.

It was our understanding that the paper
was being reproduced. On 25 April when we checked the paper to include
the changes suggested by you we found that the paper had not been reproduced due to other high priority projects within the Secretariat.
In view of this situation I discussed with Dick Cook the possi-
bility of getting the paper reproduced and distributed on 26 April and
placing it om the agenda for the meeting scheduled for the week of 29
April.
Mr. Cook stated that he did not feel we could put it on the
agenda since there were so many papers already scheduled for that week.
However, he has given instructions to Anamosa to reproduce the paper
over the weekend and have it available for distribution to the Commis-
Sioners on Monday, 29 April.
During the Executive Session on 30 April
they will attempt to get agreement for Commission consideration of the

paper at its meeting on 2 May. If he is unable to get it considered at
the 2 May meeting, he will definitely schedule the paper for Commission

I explained your concern and desire to have the paper considered

He stated he would do everything possible
to achieve this.
However, it was his view that we have too many papers
