Under the direction of JTF -8, mooring designs were prepared by the Department of the Navy, Bureau of Yards and Docks. Installation was accomplished under Bu Docks contract NBY-63137 which also included the construction of an armored revetment for shoreline protection and installation of NAV-AID facilities.
