LETTER OF UNDERSTANDING
On an infonaal visit to DNA on November 15 (on an unrelated

matter) I saw CAPT Worthing and Captain Drake, USA, DNA JAG,
to discuss the status of the letter of understanding you gave
to General Dunn on November 13. This letter was still being
staffed by these two officers, but the indication was that

a comlete rewrite would be given back to us as a counterroposal. The current version of that rewrite was read to
me and it sounded quite acceptable from our standpoint.
Apparently the major objections to our letter were: (1) the
JAG questions the inference that Genera] Dunn is agreeing to
something for the DOD and (2) CAPT Worthing does not accept
the agreements of the September 7 meeting as directive in
nature. In any case, DNA will provide us with their proposal
by close of business November 17.
